What do computer hardware engineers do?

I'm trying to decide my major, and I want to build like computer parts. I don't know if computer hardware engineers design computers or if it is electrical engineers that design them.

1. Computer Engineers just but the comps together, the machines do most of the work. Electronics Engineers are probably the ones that you would like to shoot for, since Electronics Engineers are exactly what they say thay are, "ELECTRONICS" Computer Engineers just assemble the comps. and recomend hardware, and know what type of hardware does what ... ect ect.
2. I myself would love to be a computer software programmer. The difference is what software and hardware means. Software= anything you cant touch. Basically its like Microsoft programs and Internet. Hardware= The things you can touch like the shell, the motherboard, ram sticks, etc... Basically a Computer Hardware Engineer is what you will want. I am very interested in both but i have chose software not hardware.
