How do I reactivate the "scroll by touch" feature on my Gateway laptop? It suddenly stopped allowing me, why?

I was working in power point when my computer froze. Consequently, my laptop now will not allow me to utilize the part of the touch-sensitive-mouse-pad that is located to the far right on the pad. This normally allowed me to scroll pages simply by sliding my finger up or down. I'd appreciate any suggestions as to what may have caused this anomaly and how I might repair it. Thank you

1. Go to control panel, there you'll see an icon for the pad,click and see propieties, done.
2. try going to start ...then control panel....then mouse...then look at the tabs at the top and the scroll feature should be in there
