- Building requires experience, I recommend getting a DELL. You can get something good with that money.
- You can get one built by a pro for that kind of budget. Go to http://www.nicklockard.com/ and ask for the latest prices, since parts go down every day. Those guys are gamers and IT professional as well, so they will build to suit your needs.
- I'd reccomend an Intel Q6600 for a cpu. It's pretty cheap for a cpu and can be easily overclocked to give you the same speed as a significantly higher processor. It's also quad core. Hard drives are pretty general. Just look for a well reviewed one (quiet and fast are good)
- If you have to ask, you're not ready to build your own computer yet. I suggest you read up on different PC parts (sites like Anandtech have been useful to me in the past), form a preliminary list of possible PC parts and then ask for advice on that selection. Take peoples advice, make a new selection. Repeat until you are satisfied all the parts will work together and give you to power you want. Buy and build. Also try searching for guides to building your own PC. I'm sure the Internet is full of helpful material to first time computer builders.

If you want to add a floppy drive or media card reader it'll cost you about $20 more. Also I have not included an operating system. You can decide whether you want XP, Vista, or a free Linux distribution. I see that everyone else's posts were all extremely unhelpful. I actually stifled a laugh at the person who recommended a Dell due to it being "cheaper". This build actually costs less than a comparable Dell system. You're paying mostly for labor.
