Why Fujitsu Notebook computer has leakage AC~17Volts through the exposed metal part when connected to wall AC?
Whenever I used my subject notebook computer, I can feel the biting sensation whenever my skin touches the exposed part where current is leaking from such as metal nuts, casing edges etc. Thus, I measured those little parts with my multimeter which showed ~17V AC live on those points. It is quite painful if exposed to the skin.

- That is NOT a good sign! You have a Grounding issue some were, you need to take the laptop in & have a service tech look at it before it shorts out completely! This can & will lead to a MAJOR failure!
- Most laptops are no longer grounded. They use a transformer to knock the regular 115 volts down to a lower voltage. There is a short somewhere in your computer that is allowing the lower voltage to leak out. It won't kill you but it is a serious problem. It can destroy your laptop. Take it in to get fixed now.
