Seller's license?

If I wanted to start up a computer store on ebay where I'd buy the parts build the computer then sell them through an ebay store, would I still need a seller's license or wholesale license? If so how do I go about getting one? I have no clue as I'm new to entrepreneurship and im in college. I could use all the advice I can get. Also how do I whole sale computer parts? I tried contacting newegg but they never respond to my e-mails, any ideas?
