How do we become a retailer of computer parts and devices?

I am asking this on behalf of a friend. My friend plans to start a business selling computer spare parts such as motherboard, RAM cards, DVD drives, hard discs, RJ45 cables, etc. However, he doesn't know how to order the supplies from the suppliers. In what way does suppliers supply these products? How can he order these products? What is the minimum quantity he need to order these products? Must he place so sort of guarantee? What exactly must he do? He has enquired the suppliers, but they were not very helpful. Some of them even expect him to know.
