I have a Gateway laptop battery that doesn't appear to be charging?

My Gateway laptop battery 6MSBG appears to remain uncharged. I believe it's a problem with the battery and not the laptop. When I remove the battery and press the button next to the charge indicator LEDs, 2 of the LEDs (25 and 75) blink 3 times. That's all I have to go by. If you can't tell me what's wrong, please direct me to a good battery diagnostic tool.
