Is this because computer is a notebook, a Windows 7, or why?

I had a personal computer years back. For the greater part of last year I'd use the PCs at library, and only recently (three months), have been using a Compaq, Windows 7 notebook. It's great in everything, except I still prefer using mouse (and don't have one now), and also I've been noticing that whenever cursor is on the right side_before getting to the up and down scroll arrows_the computer's screen keeps moving up or down. It does this too frequently, and also in many instances when I only go over a category, let's say here in Yahoo and even in eBay, it opens right there without me clicking on it. It is somewhat annoying a bit time-consuming. Is this a glitch or are all notebooks the same? Also, what is the difference between a notebook and a lap top?   1. Why do you not buy a USB external laser mouse and use it instead of the touch pad. I use a external USB Kensington mini laser mouse and it works great. You can adjust the touch pad sensitivity and more by going to control panel and click pointing devises/mouse and then click touch pad tab.
